THE ACTION PLAN
This part of the Action Plan is intentionally brief. We want it to be clear, easy to
read, interesting and relevant to the people of Parson Cross. It is acknowledged that
some of the proposals are aspirational and that they may not be achieved for several
years, but we feel that it is important to include these proposals because they will
improve the quality of life in the Parson Cross area. The second part of the Action plan
is a working document that explains in detail "who will do what and when".
This Action Plan has a 5-year timetable, but it will be reviewed and updated each
year by the Neighbourhood Committee. The Action Plan will be a living and dynamic
document that will respond to changing circumstances and requirements.
As with the Southey & Owlerton Strategic Plan, the format of this Action Plan
specifies individual actions for each Community Plan priority
It is important to remember that this is an action plan for everybody that lives and
works in this community. It recognises the needs of individuals, and will be tailored to
meet the specific needs of those who have disabilities and others amongst us who feel
unable to participate fully: because of old age or infirmity, family commitments as
parents or carers, or through poverty, or language, or cultural and religious difference
or through a lack of confidence in reading or writing.
This action plan recognises the need to develop strategies and plans that include our
young people, that enable them to participate fully, to contribute to the society they
live in and will inherit. We have not included a separate priority for the young, if
necessary we shall do this, but it is our intention to be wholly inclusive across all
priorities and try to involve our youth in each and every aspect of the plan.
A strong and vibrant economy is essential for the Parson Cross area.
We intend to:-
- support training to assist in promoting skills transfers to enable
recently unemployed people to take up new opportunities
- support and encourage small manufacturing businesses within the
Parson Cross area and the economical travel to work area.
- encourage local people into I.T. and high-tech opportunities
- support the introduction of a forum for business
- Engage with business and employers in the travel to work area and promote Parson
Cross as a thriving community, with skills, expertise, talent and commitment.

We want Parson Cross to have a very healthy population with a strong emphasis on
promoting healthy lifestyles and protecting the vulnerable members of society. This
community action plan recognises the following key factors;
- effective health promotion has the potential to improve health, save lives and
reduce the escalating costs of care and treatment
- effective health promotion has the potential to empower individuals through the
development of knowledge and skills and to build community capacity
- health promotion can contribute to a reduction in inequalities in health by
focussing on groups who are most disadvantaged
- health promotion can contribute to better health which enhances educational
achievement and work performance
We intend to:-
- Actively promote good health through partnership working with both statutory and
voluntary organisations to improve socio-economic and environmental factors, which
adversely affect health
- Actively seek involvement from the community to improve the quality of the health
service provided locally and decide upon the priorities for development
- Develop a full range of intermediate care services between hospitals and the
community to ensure that patients are not unnecessarily admitted to hospital, and
they are rapidly discharged into safe circumstances with appropriate services and
support available
- Support organisations that promote good mental health.
- Support carers and their families.

We want to have a clean, safe, healthy and attractive environment providing modern
public facilities. We intend to:-
- promote Sustainable Development, preserving the rights of future generations to a
viable environment.
- work towards a high level of environmental and health protection and improvement
of the quality of life.
- promote environmental efficiency.
- encourage the equitable use, as well as the sound and effective management, of
common environmental resources
- develop a local transport plan for the Parson Cross area
- encourage the development of Park and Ride facilities
- support the introduction of services between Parson Cross and the economic
development sites at Orgreave and Chapeltown and the upper Don.
- support an increase in the number of cycle routes and the introduction of cycle
racks
- encourage business recycling and green compost recycling
- support a scheme for adopting hanging baskets in the shopping Centres and flower
beds on roundabouts
- encourage the development of habitat for wildlife, and protect existing habitats
- ensure our streets and footpaths are clean and that rubbish and graffiti is
cleaned up
- take steps to identify fly tippers and report these to the authorities.
- Report abandoned vehicles and promote schemes for the safe and effective disposal
of unwanted vehicles other bulky waste items and hazardous products
- Support the city in flower scheme
- Encourage Educational work in schools and youth organisations to promote
environmental sustainability

We want to ensure that Parson Cross is a safe place to live and work, that the level
of crime is reduced and that crime prevention is a priority. We intend to:-
- Support Urban Lynks, The Youth Empowerment Project and the Inclusion Strategy for
young people in order to tackle anti-social behaviour
- Support the development of neighbourhood wardens
- Support the provision of mobile CCTV cameras
- Support the introduction of a reparation work payback scheme for young offenders,
including graffiti removal and cleaning up the parks and greenspaces

We want to ensure that our schools, colleges and community learning centres continue
to provide high standards of education and training and that lifelong learning is valued
in our community.
We intend to:-
- Celebrate education in the Parson Cross area as part of the Neighbourhood Festival
- Support the community use of our schools outside normal school hours
- Develop a Learners Forum
- Ensure our libraries provide a broad range of learning resources and are open and
accessible
- Build a new learning centre at Margetson Crescent; ensuring local people have
access to a broad range of courses and learning experiences.
- Encourage local people to become governors of our schools and colleges

Promoting well- being through culture
Cultural services can be used as part of wider strategies to promote well-being and
prevent social exclusion. We want to work with agencies to promote the potential of
cultural services as a key deliverer of priorities in the fields of health, education
and crime.
Expanding the role of the public library
Libraries are a real community resource, providing access to ICT, community
information and lifelong learning. We will jointly promote the contribution of libraries
to the wider social policy agenda. We would like to see standards revised to take
account of this wider context.
Mainstreaming cultural strategies
Local cultural strategies have been an excellent model for integrating diverse
services whilst also ensuring they make a real contribution to broader objectives such
as healthy living or lifelong learning. be further integrated with community plans to
put cultural services at the heart of community well-being.
Leisure can contribute significantly to Regeneration projects by:
- Attracting and facilitating public and private investment in new leisure
facilities to satisfy demand for increased participation.
- Enabling or implementing schemes that provide new facilities for public
participation in Leisure either directly, or indirectly in partnership with other
providers.
- Ensuring that the local community are engaged with the development and management
of facilities.
- Ensuring that local people have the skills and experience to compete for the jobs
that such investment creates.
- Increasing educational attainment.
- Attracting international, national or regional events which have visitor potential
and which will contribute directly to the growth in the tourism economy.
Leisure is also a significant provider of employment opportunities and is
particularly attractive to the younger population. Employment in the leisure sector
generally is currently growing whilst more traditional employment sectors are in
decline. It therefore offers a significant potential to reduce unemployment rates,
particularly amongst young people.
What We Can Do
We want to build on Parson Cross's reputation for Sport, culture and art and to
develop leisure and recreation facilities: We intend to:-
- Promote the Parson Cross area as a centre of excellence for Sport and Recreation,
- Encouraging all people to participate in healthy and enjoyable physical exercise.
- Promote the Three Parks and the green links
- Identify new spaces for safe play near to where families live and maintain
existing spaces
- Protect our green spaces, especially tongue gutter, Colley Park and Parson Cross
Park
- Develop a new sports centre and facilities for Colley Park
- Encourage our schools to open their facilities for the community
- Support the development of the Living Gallery at Monteney Community Workshop for
exhibitions of local and national interest
- Enable local people to have access to Arts and Cultural exhibits
- Promote creativity
- Support the development of a modern theatre venue in Parson Cross
- Commission Public Art at the main Gateways into the neighbourhood.

- Ensure that everyone has access to a decent, warm and affordable home.

- Provide support to our vulnerable tenants and residents assisting them to remain
independent and safe in their own home

proposals will enhance the Neighbourhoods and make a difference to our community. Much
hard work is required to turn these proposals into achievements that will lead to
sustainable improvements.
